When a country has its own national currency, this involves the issue of some form of standardized currency, which is essentially a form of promissory note : a promise to exchange the note for "money" under certain circumstances. Historically, this was often a promise to exchange the money for precious metals in some fixed amount. Now, when many currencies are fiat money , the "promise to pay" consists of the promise to accept that currency to pay for taxes.

It is a testament to previous governments — both the Coalition and Labor — that Australia was in a position where it had plenty of fiscal room to manoeuvre. This is not to say that with the benefit of hindsight things may have been done differently or that what has been enacted is impervious to criticism. Rather that the response in Australia is as good, if not better, than what we have seen elsewhere. However, the policy journey is not over. And as good a job as the Australian authorities may have done, we are in some sense a hostage to the capacity of the global policy complex in negotiating that journey.
